Best place to shop is Oxford Street and Regent Street (which join each other at Oxford Circus). Also swing past Carnaby Street which is in the area too.
Once you're done shopping, there are a few 'must see' things that are close. Piccadilly Circus (which is at the opposite end of Regent Street from Oxford Street) is worth a look. Trafalgar Sqaure and the National Gallery are a short walk away and you can see Big Ben from there. The Horse Guards are close too and, if you're keen on a stroll, it's not too far to see Buckingham Palace. Covent Garden is also close and there is lots of good shopping there too.
Re the London Eye, depends on the whether. If it's a nice clear day - definitely worth seeing London from that angle. If it's cloudy and grey, don't bother.
Foodwise, Chinatown is just near Piccadilly Circus and that's always a good place to pick up some good value food. Otherwise, Pret-A-Manger do OK and reasonably priced pre-packed sandwiches on the go and they are all over the place.

Nothing's cheap in London Dear. It's all expensive. Go to Covent Garden, that's a nice place to visit. Lots of shopping on Oxford Street and Carnaby Street as well as Regent's Street. If you get chance check out Camden Lock in Camden, lots of worldwide food and little novely gifts plus plenty of dope pushers.
As for the London eye, my sister tells me it's a little boring. If you want great views of London then sure! do it! But if you goto Green Park Station and ask for the Hyde Park Hilton - go there and go to the top floor bar for great views over hyde park (though i think you might need to book - and you sound like u don't have much spending money so maybe not the best idea!)

There's lots to see.and visit. Here's a brief list of the main attractions.
Palaces - Buckingham Palace, Kensington Palace, Hampton Court Palace. All of these are open to visitors.
Museums and Galleries - Natural History Museum, Science Museum, National Gallery, National Portrait Gallery, The Tate and Tate Modern, British Museum, Imperial War Museum.
Famous Buildings and Monuments etc - The Houses of Parliament and Big Ben, Whitehall and Downing Street, Clarence House, St James Palace, Tower of London, Trafalgar Square, Marble Arch, Monument, Tower Bridge, London Eye.
Churches - Westminster Abbey, St Paul's Cathedral, St Clement Dane, Temple Church, Saint Martin in the field.
There's such a lot to see I can't possibly list them all here. I'd recommend an Eyewitness Travel Guide as they're very comprehensive and include attractions, opening times, photos and maps.
Try the website for The Original London Walks as they do loads of guided tours around the city, They're very cheap and you can take Jack the Ripper, Harry Potter, The Da Vinci Code, Charles Dickens, Museum and Ghost walks. They are very good indeed and you get to see the places lots of tourists don't eve know about.
Travel by tube or bus, It's cheaper than by taxi and very convenient. You can get travel cards from your nearest tube station.
The main shopping streets are Oxford and Regent Street. You can try New Bond Street for Designer labels. Camden for alternative clothing. There's a big mall in Brent Cross also.
As for food, there are places to eat everywhere. China Town in Soho is good and Brick Lane for Indian Food in particular.
There are lots of public parks and green areas in London. I'd recommend lunch al fresco if it's fine.

The London Eye is fantastic and definitely worth the money.
Another good choice might be one of the open top buses which will whisk you round the main sites effortlessly.
For shopping bear in mind Oxford Street and Covent garden can get horribly busy and touristy - maybe stick to the big dept stores like Liberty, Harvey Nicks and Selfridges.
Portobello market is good but you would have to go in the morning as much of it shuts later in the day.
Pret-a-manger for lunch and maybe RK Stanley for sausage and mash later on!
