CPU fan speed is governed by a temp sensor on your MoBo so if the temp rises so your fan speed will rise, some OCers like to have the fan running flat out from start, this is done simply power the fan from your PSU via Molex.

It is on automatic so that is all you need it won't void your warranty but it is also of no value. Tinker with it if you must but if the Fan is worn out in a short period don't complain. Take care

If it's running at 29% then it only needs to run at 29%, it will run faster if the GPU temperature increases.
