Maybe things have changed in the last couple of years, but I could rent cars when I was 21 (5 years ago). You may have to pay extra for being under 25...but you can still rent a car if you're over 21. I'm guessing you want one in VA since you asked about zoos and 6 flage...go online and look up hertz and budget and see what you can do.

Why would you want to rent a car that is more than 25 years old?

The newer the better, and you can almost find brand new cars anywhere.
