- After the question has been up for at least 4 hours.
- Within the 4-day open period and before the question expires.

Once the question goes up for a vote, it stay up for 2 days, then expires, unless there is a tie, in which case the time is extended.

I guess there's no time, you have like 2 or 3 days before your question expires, but you can expand the time of your question if you haven't gotten the right answer. And if you've already found the right answer you can't choose it as best answer, only after 4 hours after you asked it.
