Apart from the general incredulity of the question, I think the following would happen:
- the woman whose breast it is would feel very unwell probably as explosives are likely to be rejected by the body
- the security services would just shoot the woman with very few questions asked

That's not going to happen. First of all all terrorists are Muslims. Muslims do not allow their women to have breast implants. Secondly, pick out women whose heads and/or faces are covered and have them pass through X-ray.
