No, I don't think that's the way to look at it. That would only create an antagonistic relationship (though admittedly one already sort of exists!), but still, I think the idea is we are there in Iraq to help establish some sort of government. We will kill people that need to be killed, but I don't think it makes sense to set up quotas for how many people should die.
We should not hesistate to kill people who are terrorists or otherwise violently and dangerously opposed to us, but it should never be a matter of vengence, but rather a matter of higher goals, ie building a lasting democracy in Iraq.

We shouldn't kill any. The Christians began the present conflicts with the muslims during the first 3 Holy Wars. These were an attempt to bring all peoples of the Earth to one form of rule and only one group of ideas. The Muslims, at the time, were truly the only opposing religion(Judaism had been overcome when the Christians corrupted the teachings of The Old Testament into the New Testament, and every ignorant person that needed a reason to belong and to feel superior as a human being, bought into it). This battle continues as our Christian government fights the Iraqi Muslim government for the holy lands of Eden (which lie in Iraq near the Tigris and Euphrates). This is, as the past has shown, what all civilizations (apart from the Sumerians) have eventually attempted to gain. Many searched for just the Fountain of Youth (which is the Tree of Life in Eden), others searched for Eden itself. This has been ocurring since Alexander the Great reported the resurrection of a dead fish when it fell into the mouth of the Tigris/Euphrates. Therefore, we should not be killing others for their opposing ideas. They are only killing U.s. Soldiers, because the U.S. soldiers were sent in to overtake their country. If you believe, as I believe, that those responsible for the 9/11 attacks should be punished, then ask why we are constantly battling for Religion and Capitolism, and why we are not focusing on Afghanistan to make sure we punish those who deserve it?
