Sometimes war is easier, but generally I would say it is not. War involves expending large amounts of a nation's blood and treasure. In modern times, it also means shifting resources from productive uses to destructive ones. All peace requires is...peace. Doing nothing. Leaving people alone is much easier than messing with them.

Of course, sometimes the conditions for peace are worse than the conditions of war. As an obvious example, the Soviet Union could have had peace with Nazi Germany by simply allowing the Nazis to take over, depopulate the Ukraine, and replace the Slavic peoples with Germanic ones. Though the Soviets went through incomprehensible sacrifice in fighting the Nazi Germans, it was probably easier than accepting Nazi domination.
