Well a dirtbag is a filthy or vile person. So the literal meaning of teenage dirtbag is a filthy or vile teenager. The song is sung from the point of view of the teenager. The teenager is calling himself a dirtbag-- in this context signifying that he is not one of the popular kids. In most high schools there were the group of kids that were the dirtbags or burnouts that had long hair, listened to heavy metal, and smoked in the park after school. The detail of listening to Iron Maiden music is a great detail that really drives this point home-- this kid is a teenage dirtbag (at least as judged by his peers).
So this dirtbag likes a popular girl, but thinks she would never hang out with him, let alone even know who he is. Even worse she's dating a tough guy who has a gun and drives an Iroc (a muscle car that I'm sure was a "popular" guy's car during the Iron Maiden time period-- early-mid 80s?).
Now he's lonely at prom (the ultimate high school ritual) still longing for the girl. So it's a nice twist at the end of the song when she approaches him and reveals that not only is she a teenage dirtbag as well, but has two tickets to go see Iron Maiden in concert.
These excellent lyrics do a great job of illustrating that feeling of feeling like an outcast and unliked in those awkward teenage years. Good job Wheatus.

In this song the guy is calling himself that because he is looked down upon. So in the case a dirtbag is somebody who is made fun of and doesn't fit in with the general population of the school. In reality a dirtbag is a scummy person, like someone who steals the life savings of an old lady, or a man who cheats on his wife.
