I own a 92 spirit, I had to replace the clockspring when my cruise and horn quit working.

well the horn and cruise run through the same switch in the steering column. if nothing is working get ready to replace the switch. and please take this to a reputable mechanic or you could have an airbag in your face if it isnt done properly.

the problem is your wobler shaft timing fuze located on the bottom of the flux capasitor is blown. it is hard to find and rarely goes bad u must have gotten a bad apple of a car. ur up **** creek without a paddle because its going to about 5000 to fix it right.

Check the grounds they may use a common ground. The horn also uses a relay.
