It might be possible that the oxygen level in the aquarium is too low. Is your water circulating through a filter and being bubbled? Sometimes when it's really warm, the concentration of dissolved oxygen in the tank will decrease. Then the fish will "stand there" (How DOES a fish stand with no legs?) and take water very near the surface (where the oxygen concentration is higher) for a while and then swim...
If the fish is in a bowl without a filter and bubbling air, you might want some Elodea or other oxygenating plant in the bowl with it. That can really help.

It's not normal. It's a sign that something's wrong with the fish. Some pet stores will do a free water analysis for you to see if there's anything (like the pH level or temperature) causing your fish to act strangely. They may be able to give you advice on the best medicine to give the fish (you can call the local ones in the phone book to see if any do this). You can also try to find a veterinarian who works on fish and see if they can find a solution.

Fish are not able to stand but do you mean float in a vertical position then swim around?? It is probably a normal activity for this fish depending on what kind it is.

Yes, I have a goldfish that does that, and it also lays on the bottom, sometimes upside down. It has since I got it and that was over 2 years ago. It should be just fine.

i think what is happening is that the water in your tank does not have enough oxygen! i had 2 goldfish that did the same thing and they eventually die if the water does not get more oxygen! make sure that the filter is clean or maybe they need to have there water changed more frequently.

usually when the water gets hot they do that.... check the temp. If it is above 75 add some ice cubes to lower the temp
