test the soil, it just maybe too hot to grow grass..or if you have a lot of weeds(like dandalions) these weeds can take away or rob the water and nutients from the grass,
or you could have a problem with worms

May be any number of issues. Soil could be poor in nutrients, you could have insect issues, there could be too much shade or sun and you have the wrong type of grass seed, etc. You probably need to give more details to figure out why.

Grass also doesn't really grow that much in the summer, when the temperature is much over 80.

Who needs grass, anyway? It's very high maintanence, environmentally unfriendly, and boring. How about some nice native perennials that the birds and butterflies and all the other wonderful creatures out there could enjoy? Ground covers, flowers, trees and shrubs are much more interesting, if you ask me, and less work (no fertilizers, very little watering, and pruning once a year rather than mowing every few days).

I have been in the lawncare business for 20+ years. I think the problem is you're not covering the seed with anything. When you plant grass seed, it must be covered with straw, spaghnum peatmoss, hay, etc. This will help retain moisture and make it a success.

There is a product called Scott's lawn fertilizer that works REALLY well. It also eliminates weeds. Also you should sprinkle good grass seed every week for a month in the spring and also in the fall. It works!

nitrogen will make it grow, feed it a grass food high in nitrogen then after you get it going you can work on strong roots later.

Have the soil tested and ammend the soil to the proper nutrient mix then try again. Your county extension office should be able to help you with the soil testing and recommendations.
