They're apples and oranges, dude. Although I will say both story lines are at times, scattered and confusing. Example in the 1st scene in MV what's the deal w/the club their in? It's as if it's just their to establish the ph call Sonny gets from the FBI guy who's on the run. Then in Pirates, the whole DJ scenario is thrown in as if we, the audience, already know the back story behind it. Too confusing script wise but both are visually satisfying.

Pirates of the Carribean,
I loved Miami Vice and Colin Farrel and Jamie Fox are both award winning actors, but.. I think that it was a failure compared to the original Miami Vice series..
I came into Pirates expecting nothing and got everything.

They're both good and even though I like Collin Farrel a lot I have to say that Pirates of the Caribbean is more my style than Miami Vice. Besides I'm a huge Johnny Depp and Keira Knightley fan. (And I'm a fan of that other guy in pirates but I don't know why I've forgotten his name :D)

I wasn't really impressed with either of them, but given the choice, I would go for Pirates of the Carribean. At least some of it was funny (suspended cage, water wheel) and at least it had a plot.
Wasn't impressed by Miami Vice at all. -_-
