Sorry, I don't really like either of them.
Gosh Josh! brings to mind Drake and Josh. (tweener Nick show)
The Lamp Is On sounds like an infomercial. As in:
"Hey, are you always yelling, 'The Lamp Is On!'? Do you need a way to get your family to turn off that darn lamp? If so, you must buy The Lamp Is On! Anyone who leaves the room without turning off a lamp modified with The Lamp Is On! will immediately be hit with a harmless laser. For the low, low price of $19.99, you can ensure you'll never again yell, 'The Lamp Is On!' And if you order now, we'll include 'The Toilet Seat Is Up!" for FREE! That's right. Free! Using the same patented The Lamp Is On! technology you can ensure that all the men in your house remember to put down that seat!"

" Gosh Josh!" sounds more appealing though typical. It might be something similar to Malcolm in the Middle or The Wonder Years. It would show how the world is viewed thru Josh's eyes. He could be the kind of guy that people don't always understand thus causing them to make the statement "Gosh Josh!".
" The Lamp is On" could be an interesting one.The title makes me think, "....huh??"
Maybe it could be the opposite of "Gosh Josh!" in a way. It could be about a solemn, calm, business-like man or woman who isn't easily amused and always makes blunt statements like "The lamp is on" as a hint to tell someone to shut-up and go to sleep or all of a sudden interrupting someone and asking "How's the weather???" as a clue that a person should change the subject of a conversation. It could be a comedy full of sarcasm.
I'm not very creative but...this was interesting.
Anyways.....I know you said pick one but....I couldn't help myself ;)

Gosh Josh sounds like a typical bad Disney Show. The Lamp is On sounds like a bad drama that sounds kind of good at first. Neither of them appeal to me, sorry.

I hope I understand you right.
"The Lamp is On" kind of jumped out at me. I see it as a show on the same type as "Touched by an Angel". People are in precarious situations and someone helps them. The light is on is kinda like a metaphor for a light house, enlightenment.
"Gosh Josh!" Sounds like a sit com. Probably about a teenage guy or a young adult that gets in lots of crazy situations.

Gosh Josh! sounds like a teenie bopper, preteen Disney or Nickelodeon show about a young blonde boy who is very unique and can't seem to keep it together. Kind of like an older version of Dennis the Menace.
The Lamp is On sounds like a satirical British comedy about an older, middle class couple, living through empty nest syndrome.. I like this one better

Is "Gosh Josh, the lamp is on" the first show? Or do I need to choose between the two?

I like 'Gosh Josh' 'cause it rhymes and just rolls off your tongue. It sounds to me like it'd be about a family where the annoying little brother is always getting in the way, and ruining his big sisters plans.
