The summer solstice is when the sun's direct rays are exactly on the Tropic of Cancer (for the northern hemisphere). This point in time maybe during the night for us in the western hemisphere as the rays may hit at an area in Africa, but given the 3 hour difference in time zones, then it might not, it does however happen at different times, and if the time is 2 am eastern, then it will be 11pm the previous day in pacific time.

You have your parameters mixed. California is a state. Miami is a city. A better was to ask your question would be to compare state for state, or as they say, apples to apples. Then the question would be for summer vacation from school, or meterological summer, which would be around June 21.
