In my state if I work an 8 hour shift I get at at least 20 minute lunch break paid. It cannot be withing 2 hours of the start or end of the shift. I am also provided two 15 minute breaks.
Most companies where I work allow you to take a longer lunch break, but it is then on "my time" (unpaid). And usually allow some flexibility on when I choose to take it.
I would check the DOL.gov (department of labor.gov) and look for a link to your state. Also there are books available for "workplace: know your rights"
For example, when I got let go from my last job they wanted to just pay me for the last few days durring their next pay cycle. (several weeks later)
I got online and looked up paycheck/severance law. In my state I found the Statute that requires they pay me in full, including pay out any vacation time within 24 hours of my request. If I didn't request it right away, I would have had to wait longer...Since I was being let go, obviously I was going to need that money.

As long as they give you an hour for lunch, they can require you to take it at any time that is needed to provide adequate staffing.
If this upsets you or you think it is unfair, talk to your supervisor or HR about it.
I think about the best you can do is to get your lunch moved to, say 1pm, probably not 4pm.
When I was in the hotel business and worked an 11-7 shift, they understood and normally sent us for the "meal break" at about 4:30.

lunch hour should be every 4 hours in a 8 hr day and breaks every 2 if you work 8 hrs

I believe that your employer can require you to take your lunch hour at a specific time. Otherwise you would be able to "dissappear" for lunch whenever you want?
