They should absolutely not be able to make their actions legal if they are within the same government. ( a rebellion is different cause it changes the government).
That article is unbelievable, that will truly show the world that America has lost its values if he(bushcheney) can get away with that.

The retroactive provision is the most interesting.
It basically says that all of the criminal violations of 18 USC 2441 that our government has committed in the past can be ignored. In effect, it's a legislative pardon, which is not allowed under the Constitution.
If Congress no longer wants to hold people accountable for breaking the laws in the future, there's nothing we can do except elect a different Congress.
But it's wrong to say that those who broke the law in the past are not accountable for their actions. If we are going to lay any claim to being nation of laws, or any moral claim to being better than the tyrants we depose, we need to follow our own laws, but just ignored them because we can.

Well, you shouldn't able to, but if you control the government you can pretty much make yourself above the law. However, the questions with thinly veiled hidden agendas are quite annoying...even though I agree with the point you are trying to make...

Please show me some evidence of crimes that were committed by Bush or ordered by anyone in the admin. (No Abu-Ghraib photos unless you have proof the admin ordered that, or Gitmo articles unless there is accompanying proof of admin officials ordering something illegal)
