a few minutes ago i noticed that a fish tank (without anything living in it), i had sitting out, with still a little bit of water in it, had mosquito larvae in it! is there something i have at home now that will kill them? like bleach or some other house hold product?

Just empty the tank. The larvae can't live out of water.

dump out the tank, since there is nothing in it. however any standing water you have around the house or outside can be mosquito proofed by pouring a coat of oil on top of the surface of water, which will prevent the larva from breathing.

Sure. Put some bleach in there for a day. Then empty the water and set the tank in the sun to dry. However, you cannot put fish back into the tank until you give it three or four thorough cleanings to get rid of the residual bleach.
