a stupid genuis
there is an episode where he sees a picture of a horse in outter space and someone else says 'there is no air in space' and homer says 'there is an Air 'n' Space Museum' ... that is too clever a pun for just plain stupid. Real genius is in there somewhere.

He is stupid, but he does manage to have a good idea once in awhile... otherwise he can be coincidentally intelligent. Meaning, he may do something that looks stupid at the time but for some reason will manage to work out.
