It is situationaly dependent, but this is the essence of relativity! Things are only what they seem from the viewpoint you are oberving it from! The 10-15 minutes that takes a long time to you, feels like only seconds for someone else.
Einstien once described relativiy in this way: The time spent waiting to go on a date with a beautifull woman can seem like forever. Once you are on the date with that woman, the hours seem to fly by like minutes.

Not really, but earlier today it did I have to endure an MRI for my herniated disks, it was the longest 45 minutes of my life. Since my back is really bad, they had to take me out every 5 mintues to let me stretch out and so what should've taken about 20 minutes ended up being 45.
