I've wondered the same thing for years. I still don't know that I've got it fully figured out yet, but here's what I've determined in my own search. Being a better person on the inside has so much more to do with how you feel about yourself and how you judge yourself than how the rest of the world judges you. The simple fact that you're asking how to become a better person shows that you are becoming that which you desire to be.
Perhaps you should try to live your life with as few regrets as possible in all things. In making decisions, ask yourself if you would regret doing the action or, conversely, if you would regret NOT doing the action. Then make your decision based on that analysis. It sounds horrendously simple when you read about it or talk about it, but in reality I've found that it is quite possibly one of the hardest things to put into practice in every situation. We simply forget to think fully about our actions in the moment (hindsight is always 20/20 and all that). We have to be able to live with ourselves and to live comfortably with the knowledge of the decisions we've made in our lives so we must learn to make better decisions, both for ourselves and for those around us. In doing so, I believe we become better people on the inside.
Also, each individual we meet and each situation we're involved in has something to teach us. If we can learn the lessons these people and situations teach us, put those things we've learned into practice, and in our actions show others that we've learned to be better people because of those lessons, I think we do become better people.

Live honestly and use what you know as truth and fact/s. Don't let your mind go asunder with excessive follies. Heed principle/s whenever you are aware of a principle. Think cogently and demand cogency in those whom you associate with.

Self development is done with the tools of your own consciousness (visualization, meditation, affirmation) and can be accomplished by anyone at anytime. There is only personal responsibility in self culture...we are all responsible for self only!
