Have you been to your friend's house? Is there some reason your parents don't want you to hang out with this person, so won't let you invite her /him over?
Generally it's good manners to spend time at both your homes and have your parents meet her parents. Parents and guardians like to do this because they are protective of their kids.
You might also show your parents that you're responsible and will not expect your mum to clean up after you or provide you with snacks. You can start by keeping your room clean , offering tohelp with whatever your mum needs done and not moaning about it. Then maybe if you ask nicely they'll let him/her come over.

Introduce them to your parents, have your parents met there parents and then ask. If they say no then ask can they come over to dinner. Then ask the next week. Keep asking until they say yes. If the person is not influencing you in a bad way then they should say yes.

ok i grew up with a large family of 12 kids.. my mom was so strict it was unreal.. it depends on how your parents were brought up .. and if they are really strict.. trust me you dont want to push it..
you can have your friend come by your place after school until your parents get to see that you are best friends .. eventually you can ask if your friend can come in to study togther or watch a movie.. but make sure your parents are home or one of them .. that way they dont get nervous or you get in trouble you need to earn your parents trust .. dont ever loose there trust becuase its for life when you dont go by there rules..
one piece of advice.. make sure your friend dresses nice im not saying a suit .. lol.. im saying allways clean no droupy pants or alot of body piercings..alot of parents judge kids that way .. trust me..
like gettting to have a bestfriend it takes time and trust .. so do the same with your parents.. after all you do live under there roof .. so you have to go by there rules .. they only want the best for you .. and besides they have learned alot more then you have yet ..
be safe and have a good summer

Make sure they know they can trust you. Be honest and communicative, help out around the house... If you do something wrong, tell them about it before they find out another way. Be consistent, and they'll start to trust you.

try cleaning if something needs cleaning. or just be nice to them offer to help them with something. then later just ask them if you can have a friend over.
