Short answer: yes and no.
Long answer: Depending upon your body style, losing weight is can help a little. But keep in mind, that in the long run your breast size is largely genetic. Surgery may be an option, and your insurer may actuall cover the cost of the reduction if it would save them the expense of treatments for your back down the road.

Female breast size can increase and decrease in response to weight changes and during pregnancy... but weight training or muscle tone generally has little influence. Understanding the anatomy of the breast may make it more clear.
Deep inside the female breast, there are glands and ducts designed for feeding a baby. On top of that is breast tissue (AKA fat) that is there mainly for padding and protection but also to add shape. The amount of fat stored in the breasts is determined by genetics and calorie intake... just as it is all over the body. Where your body pulls fat from during weight loss and where it stores fat is also genetic.
The chest muscles lie beneath the glands and breast tissue. Chest exercises can firm and tone the muscles but generally don't have much effect on the size, shape or "perkiness." Of course there are extreme cases that you may see on the female bodybuilding circuit, but the majority of women who weight train will probably experience minimal changes in response to weight training unless weight loss occurs.

i reccomend getting a custom fit bra
it would cost less than a breast reduction surgery
you could lose weight
because that naturally makes everything smaller

Adopt a weight-loss, fat-trimming program. Consult your local gym, they may be able to help. And they'll certainly be able to provide a female personal trainer who at the very least can give you free advice.
Also, you'll want to start doing exercises to strengthen your back, like rowing, lat pull-downs, and the trapezius fly (reverse butterfly)

well you can....go in the washing machine and put the water and the they might shrink...i dont know...or chop them off
