I agree that this is poorly worded and unclear.

As far as needing a privacy policy, I definately recommend it. To get a good example and template look at VeriSign, they actually will give you an image to put on your site if your privacy policy meets their standards, this will give your users a more secure feeling using your site.

You will also need a way for the client to securely check out - i.e. SSL.

As far as protecting the information you get from users, I beleive the laws vary from state to state. Its a good idea in general to keep all personally identifiable information securely locked and preferably encrypted, especially credit card numbers. Other than that, you would be better off talking to a lawyer for moe detailed info.

Make sure you follow the law. Your question is too vague to give a decent answer. Is it an adult website? E-commerce? Personal?

If you collect personal information then you need to have a very secure site to protect the information. Host your web site with a professional that can provide this for you. Don't slack on this as it could cost you more in the long run if you try to cut corners.
Make sure what you are selling is not illegal. Check on tax collection - I'm sure you'll have to collect tax from those in your state. You'll probably need a tax permit. You might want to consider setting up a corporation for self protection. Consult a CPA and/or attorney that specializes in business.

You have to be more specific because that depends on what are you going to do with your site. Tell more about your site so the people understand better your needs.

Unless you give some details I would say do nothing. Just don't do or say anything illegal such as posting copyrighted pictures or stories.
