Reno has tons of fun places for celebrating your 21st. Reno is also a lot cheaper than Las Vegas. You can eat, drink, and stay for a lot less. You should look into the Eldorado or Silver Legacy. There are 3 clubs/bars that connect the two casinos and that's where most 20 somethings go to have fun.

Go to Vegas. No other place to celebrate your 21st other than Vegas. Reno is ok but it's a little dirty. If you have to go to Reno, at least make the drive to Tahoe instead as it's WAY more cleaner and beautiful. But if you can get to Vegas - go there instead.
