There are several ways but I think it's quite illegal actually.
1) BitTorrent
You can BitTorrent for free at http://www.bittorrent.com/
Once you have the software, you can search for movies at sites like
http://www.torrentplaza.be/ and http://www.torrentportal.com and www.torrentbox.com/ , to name but a few. You search for more sites on Google.
Pro: Plenty of movies available.
Con: Download can be very slow, need seeders.
2) mIRC
Get mIRC for free at http://mirc.com/. Next, add a new server called Star-Fleet. (irc.Star-Fleet.net, port 6667). Once connected, go to #tmd-moviez channel and start searching for movies by typing @find Movie Name.
Pro: Plenty of movies available. Fast download.
Con: Need to queue up for your download turn.
3) LimeWire
Get LimeWire for free at http://www.limewire.com. Then start searching movies.
Pro: Quite fast download.
Con: May contain virus, not all files working properly, less movies available.

If you're talking about downloading from sites for free it's illegal. All major sites that have provided such resources before have been heavily fined and/or shut down.
But you can view small clips of movies on various sites, like the funnist parts or the scariest. But you can't download them now without facing some heavy fines and/or charges.
