The FED is strictly control banking and regulate banking.
the FED only influences the market by setting the interest rate .

for the sake of the question. If the FED can purchase and sale stock. on NYSE. the FED can own wallstreet in the heart beats, that call monopoly and they own the universe

No, remember that the Fed is charged with managing interest rates. I don't know how buying stocks would do that.

Instead, the Fed changes the rate at which it lends money to banks (the Fed Funds rate). This makes short-term money more or less expensive, thus changing a variety of interest rates.
