The quickest and legal way to do it is to buy books on Hydropnics and indoor cultivation.
The best books on these topics is about growing (illegally) marijuana.
The books go into great depth about maximising vegitative growth, light cycles, type of bulbs for the best light spectrum, nutrients, feeding, ph balance and indeed different ways to feed. For example placing the vegetables in a clay pellet tank and flowing the nutrient solution over the roots 15 mins in an hour maximises oxyegen and nutrient take up. The results can be spectacular. remember buying the books is not illegal. Growing Cannabis is though.

everything starts with the soil, you could have it tested and treat it for it's weakness or like me just start early with aged manure and then a little 10-10-10, stay on top of the weeds they rob your plants, and never ever let things get too dry. I am enjoying a fine vegetable garden again this years while many people in the Midwest lost theirs to heat & drought.
