Practice speaking in front of the mirror. Take a speech class. Find something you are passionate about, write a couple paragraphs, and say it over and over in front of a mirror. Record yourself, so you can critique it on the way to work...
Reading books also helps with your speech believe it or not. Also, try listening to books on CD, and repeating what they say.
:o)

Read more - yes, this is true. But, read selectively. You need to read good and critical works. Don't just stick to books. Pick an issue and read both sides of the issue in the newspaper, magazines or online articles with good writing.
Write more - keep a daily journal (electronic or written, it does not matter). This will help you learn to collect and express your thoughts without the pressure of others looking on. Keep the journal private. You can also write papers on issues for others to read and critique.
Speak More - participate in public speaking and speech giving classes and organizations. THe nice thing about a speech is you get to write it ahead of time and thus gather your thoughts and learn your topic. The more knowledge you have on a topic, the more comfortable you will be speaking about it. Later, you can join a debate club where you can study an issue before a debate and at the debate, you practice the ad-hoc speaking.
Good Luck!!

Interesting question :-)
I suggest you to do some simple exercises alone.
Look at an object, an apple for example, and imagine you have to describe it to a blind person listening to you.
First, you will meet difficulties to find the right words, in the right order, but step by step, you'll make progress.
Always use non-virtual objects.
Then, alone, try to read out loud a newspaper, and dont pay attention at each blockage you may have. Just go ahead until the end of the page.
Then, once more, imagine you have to describe a thing to a blind person listening to you.
Speak what you are typewriting. Associate pixels with the sound of your voice. Get synchronised.
Write down on a draft all the thoughts that come into your awareness, without taking care of the way they come. Step by step, you'll find a way to put them in a natural order, intuitively.
I am sure you will succeed quickly, while respecting your pace & keeping rooted (describing REAL things to a imaginary blind person).

Few things which can help you in improving speaking skills
- Practice in front of mirrror, before any important event.
- Build up your vocabulary
-Build up domain knowledge of the subject, you are about to speak. For day to day thing, be updated abou the happenings around you.
- Socialize with different kind of people, it gives you confidence.
- Read on different topics
- Just keep in mind the fact that no body is perfect and committing some mistakes is not a sin.
-Before speaking, take some deep breath.
- Visualize that after the speech, you are getting accolades. The brain is very potent but foolish thing. It does not understand the difference between reality and illusions.

Read, read, read, then read some more. Then, try writing, writing and writing, then write some more. Make an attempt to write complete sentences. Pick up grammar books and dictionaries and read them like the earth is going to be swallowed up by a giant monster if you don't finish reading that book thoroughly.

You are very intelligent and articulate. Continue reading studying etc and of course you can get better at everything you do. I don't think you give yourself enough credit.
Create POSITIVE relationships with people who will not only appreciate your maturity but will also enjoy having exchanging interesting conversations with you.
