In Delhi, your listed items could be found under one roof but no surety of best deals or shop different items at different places with best deals!
Overall, for jeans - visit Mohan Singh Palace market in Connaught Place. Select the fabric at any shop and have tailor made jeans in a couple of hours at cheap prices. Otherwise, visit Pantaloons' Big Bazaars in various Malls and avail of the sales, not only jeans but other dresses also -plenty of them. You may also visit Sarojini Nagar Market or Indian Oil Janpath Market for ready made cheap stuff in dresses.
Curtains and upholstery stuff can be had from Sarojini Nagar Market, Good Living home stores -say Noida Sector 18, Any good local market like Lajpat Nagar, Rajouri Garden, Laxmi Nagar etc.
Dresses and artificial Jewelery can be had in the markets like Janpath, Lajpat Nagar, Rajouri Garden, Sarojini Nagar, Karol Bagh, Chandni Chowk, Various Malls, Delhi Haat, South Extention....list is endless.
Delhi is a retail shopping paradise. Every few kilometers you can find market place with plenty of variety. Even the weekly markets in a reasonable good localities offer good stuff at reasonable bargain-able prices. Seek help of your local contacts as well. Otherwise even the aforesaid places can offer you a lot.

Karol Bagh, Lajpat Nagar, South Ex for all other stuff!
South Ex is on the upper side but u get cool stuff!
If you want ethnic wear go to Chandini Chowk it is the best and u get eat to great food in Paranthewala Gali

Ya,the beat shopping mall in the delhi is in old delhi and that market only available on sunday morning and the name of the shopping complex is "CHOR BAZAR".shop around and have fun.but be carefull don't carry hard cash along with u.
