You could, but I wouldn't recommend it, especially in the area near Navy Pier, the museums, etc. You've got some rough water, lots of big boats passing by creating waves. Most of the canoeists ride on the Chicago River along the North and South branches. The water's a lot more peaceful there and there are fewer boats with engines cruising by creating waves. Now I have seen canoists riding further up Lake Michigan on the North Side of Chicago around Montrose, Bryn Mawr, North Sheridan Road, etc. There are beaches where you could launch that are a lot safer.
