The water flows down on several different blocks of stone that are all at different heights, like teirs but staggered randomly.

The point is the fountain across the river. I know the one you are talking about and 'the watersteps' sounds correct, however I've never heard that before. As part of the river walk I am assuming there is a plaque on it with the name and its signifiance, but I don't know it. sorry
