Pop-ups come from 2 sources.
1. They are generated by malware software which is installed on your own computer usually without your knowledge or consent. Removing from your computer all: spyware,adware, trojan horses, and virus' will usually take care of these type.
2. Some are generated by websites that you visit. Basically just a form of very annoying advertising. These are the type that popup blockers such as Yahoo's toolbar or Windows XP Blocker are most effective againest.
Just a couple or so short years ago... most people used a firewall and an anti-virus and they were cool. In todays internet one needs to add an ad/spyware solution or 3! And a anti trojan helps too.

The first step is to stop visiting shady sites.
Hacking, some video game and pornography sites are garunteed to have the pop-ups
I would imagine someone has once visited such places and you haven't cleaned out your system since then.
Open your browser options and set your history to 0 days. Remove your temporary internet files including the box that says offling files. Delete all cookies and empty history.
Find the actual Temp. internet files folder on your harddrive, open it and in the address bar at the top add on this : \content.IE5 delete every folder in there.

I would firstly use mozilla firefox web browser to start with (www.mozilla.org). Then download the "No Script" extention. Firefox will block the regular pop-ups and No Script will block other script pop-ups.
If you insist on using Internet Explorer, download toolbar (eg. google toolbar).

You only get those if you goto porn sites or someone who usses your computer does.
Clean out the history, do a spyware scan, and install a toolbar with popupblocking, yahoo's toolbar is good.

Manually clean out your temporary internet files and cookies, then use Yahoo antispy.
You temporary internet files are usually unter your user name, local settings, then Temporay inter files. Delete everthing in that folder.
Reset your home page to msn or whichever one you prefer.
