prestige has nothing to do with fame. Jolie has more fame, but prestige is more like a world-renowned object that has high standards and improves reputation if acquired.

Between Tom Cruise and Angelina, the greater prestige would go to Cruise because he's had a longer and more regular career than Jolie (starting back in 1981), as opposed to Jolie who's had a shorter career (starting in 1993). Also, Cruise was identified as a true celebrity not too shortly after his inception into his career, dating back to the mid 1980's, whereas nobody really noticed Jolie until her appearance in "Gone in Sixty Seconds" in 2000.

Based on box office draw it's Cruise all the way. He's the most marketable actor and has been for many years. Just mentioning Ton Cruise creates a buzz in the Hollywood community. Jolie is smoking hot in some respects but lacks the clout that Cruise has.
