I see guys with one long pinky nail, while their others nails are short. Does this have something to do with being used as a "scoop" for coke?

That was once the generally accepted meaning of the pinky nail being long. These days, it's probably just to look cool.

it's to help pick their nose (apparently),
scooping coke (or any other fizz pop) would actually be silly as most of the stuff is lost (remains under the nail)

I think they chop coke down into a finer powder with it or something.

They have the single long nail for cocaine.... they pick it up with their pinky nail, and snort it up their nose.... grose eh!?!?! ne way. you asked! i answered

Possible, but, just as likely that they use it to clean wax out of their ears.
Better than cotton swabs, which you can insert too deeply and hurt yourself with..
