Girlie implies that you are a very fluffy kind of girl. Hair, make up, nails, clothes, and shopping are your passions. You flirt and giggle and make an idiot of yourself.
As for dressing feminine, you look good in what your wear. You know how to buy clothing that flatters you and your shape.
Dressing girlie, you wear mainly skirts and dresses. Think ruffles and bows. Implies a sacrifice of comfort for style, like 7" platforms.

I thought they were both the same thing, except girly is a word that most girls use, and feminine is a word that most adults use I guess. I think I am kinda both, I am feminine with and air of girly

Girlie / Girly : Still very much like a girl in terms of attitude, behaviour, mentality, giggly ...Usually between teens to mid 20s
Feminine / Womanly : Much more matured, 'emit' the womanly charm, which usually comes with age... for some woman, they reach the stage around 25 yrs old and older...for others, maybe 30 yrs and above...

classic, chic, or very high street and young fashion?
all women can be feminine, some like to dress "girlie" perhaps school girl fashion or lots of pink?

The difference is in the age that is trying to be portrayed. A woman would be classed as feminie, whereas a teen/young adolesent would be classed as girlie. Although age-wise, I've seen some 20-somethings who acted as though in their teens.
