Cebu midtown is the best place to stay for the amount of money they ask. You can find more expensive hotels, but why would you want.

Hi. In Cebu city there is a place called Hotel de Mercedes. I hear it is in the middle of shopping, nightlife, etc. Only thing you would have to drive to is the beach from what I understand. Prices are amazingly cheap. You can get a standard room for as little as $15-$20 dollars a night, or like the top suite(room, mini bar, living room) for only about $40 a night. the marco polo plaza hotel in lahug. it's quite far from the city center, but it has a shuttle service that can take you there. besides, it's located on a hill so the view is very spectacular especially if you get a good room that overlooks the city. if your plane will land in the daytime, you'd be able to see it right away from the air coz it stands alone on the hill.

For shopping and night life it is best to stay in a hotel near Fuente Osmena or Mango Avenue. For beach, you can go to Shangrila Mactan though it might cost more but it is the best.

for shopping and night life.. check out marriot hotel or waterfront hotel.. very accessible from ayala center, sm and other business establishments.
