But you need to have this program called WindowBlinds first before you can start using the themes. You can get WindowBlinds at http://www.stardock.com/products/windowblinds/ but it's only a trial version, tough.
Alternatively, you can use StyleXP, which can be downloaded at http://www.tgtsoft.com/prod_sxp.php, and download the StyleXP Windows Themes at http://www.themexp.org and http://www.customize.org
