Are you in school? Get good grades, act responsibly, take on a few more chores without them having to ask.

if your still in school do the best you can if you arent already. tell them that you can play video games, watch movies, listen to music and go on the internet, and if you not a spoiled person then you can tell them that it is fairly new so you can get alot of new cool games for like 2 more years so you wont bother them for a new system for a while. its pretty cool the psp. tell them that your friends have one and you can play with all your friends even if you dont really want to play with them i never do.lol. it they dont give it to you then just wait for xmas. either buy that or a ps3

When's your birthday? If it's coming up, ask for that. Or you could ask for an early Christmas present. Tell them you'll wash the dishes, vacuum and clean the house for the rest of the year.

i got my PSP for my birthday, so the only other way i know for you to get one is to wait for certain holidays like christmas or some other occasion

Spend almost every waking second with them. Then when they ask you what it will take for you to get lost say a psp.
If it doesn't work persist through non-waking hours lol

have u tried nagging ? how about the sulky teenager approach. stick ur hands in ur pockets and skulk about till they ask u whats up then tell them all of ur friends have one. best of luck
