T-3 lines are used mainly by Internet Service Providers (ISPs) connecting to the Internet backbone and for the backbone itself.
T-3 lines are sometimes referred to as DS3 lines

it's to do with speed. T1 is about 1024kbps whereas T3 is a heavy duty connection usually found in corporations and businesses.

t1 is about $300 a month compared to dsl at the same speed which costs 1/6 that amount.
