In nutshell:
- Rating is introduced for questions also so you can give your judgment which questions are interesting, intriguing, or simply worth asking.
- You can rate any of the answers or more than one answer instead of just best answer
- You do not get point for rating
- Rating quota is removed and everyone can rate unlimitedly
- Once you rate some answer thumbs down that disappear.

it like the user choose with hands up or down the more the up the answer is good or else it is badddddddddddddddd.
