Yes the universe is in balance. Think of it like an ecosystem, you have growth and development, birth and death. Animals die...they're ashes fertalize the soil to produce vegetation....Stars explode....become part of other formations....then theres mutations like the earth, the perfect combination of elements, evolution, and chance. The universe i suppose will always be in balance, because how do you destroy space, eh? You probably asked this question with the earth being the main focus of the universe.

Yes and no. The universe is always shifting from one 'side' to another but as a whole it is always balance. If this seems like a paradox, it is and that is the beauty of it. The universe exist in a natural state of paradox or dualism - be it the state of light or the dynamics of chaos and order. Even in philosophy and logic there exist paradoxes and dualisms.
A good way to show that the universe is in balance with itself is probability. For example, every number on a dice has the same probability of turning up but you will not notice this if you only roll your dice twice.

Yes the Universe is in balance. Everything cancels itself out. For every positive there is a negative. Everything comes from nothing and will return to nothing. It is the breath of life.

This is a binding, balanced universe both in the microcosm and the macrocosm.
All energy is Binding Energy.
Energy is merely an upset of this binding, balance.
Every orbit, orbital, spin, spin precession or orbital precession is caused by this binding, balance between close entities and similar entities in their surroundings.
This is universal in the microcosm as well as in the macrocosm.
Binding---like binding energy---can not be destroyed; it can only be shifted from the surroundings to close entities or from close entities to the surroundings.
Shifting binding either way is energy,
For instance the element iron is midway between the fusion energy and fission energy elements.
Lighter elements than iron give off nuclear energy by shifting some binding from the surroundings to closer entities.
Heavier elements than iron give off nuclear energy by shifting some binding from closer entities to the surroundings.
Stars can get nuclear energy out of almost all the elements this way.
Stars are slowly transforming this entire universe into iron this way.
You can theoretically get fusion energy out of all the elements lighter than iron and fission energy out of all the elements heavier than iron.
Iron, however, is the atomic energy ash heap. . You can't get any atomic energy out of iron.
When the stars eventually convert everything to iron then all energy in this universe ceases.
It will be a cold dark universe then.

We are talking about a mind boggling infinitely large void filled with an almost infinite numer of galaxies all moving away from (and often into) each other, spinning away at ridiculous speeds...
Nooo, I'm relatively sure that if the Universe (one of probably infinite number of universes...) had a consciousness as we understand it, then it would have major issues...
Personally I see the galaxies within the 'universe' as sub-atomic particles, making the least iron atom ... universe ... of a blood cell.
Mind bogglingly vast and exploding outwards - until it meets itself coming back. I think I need a lie down...

I think that things like the Gia principle proves that the world is in balance with itself. It's just human beings that mess it all up and make it inbalanced.

I think that the universe is in the process of finding its balance,
I posit that the big bang was the start of the process whereby
an accumulation of stresses forced the explosion, the result of the explosion is what we experience today as the universe trying to re-reach a level of equilibrium.
