He is an underdog because his size is very small and he dosen't weigh as much as like Kane and Cena and Batista. The underdog is the wrestler who is most likely to lose.<3

Because of his size.He is an underdog to almost everybody above the cruiserweight division,that's why he shocked the world when he won the 2006 Royal Rumble and even more when he won The World Heavyweight Championship.

Rey is called an underdog champion becuase he was cruiser-weight with a heavy-weight title. He had to defend it against heavy-weights he couldn't even dream of lifting. So since he was not as good as the heavy-weights he was thought of to be an "underdog".
