I would do both. Also be sure that your make up is not the pore clogging kind.

First, make sure your face is clean.
Second, you need moisturisers to protect you from U.V. rays (make sure that they have a minimun of 15 spf), and from preventing the make-up of drying your face. You migth not see the difference now, but you will be so grearful when you are in your 40's (which I am not, by the way).
Also, most imprtant of all is to make sure that you remove the make up before bed...... You have no idea what this will do to your skin if not. You might develop spotting, dry skin, oily spots and eventually, as you get older, will encourage wrinkels.....

You should probably use a moisturiser with at least SPF 15 maybe even 30. Then apply foundation or powder or whatever it is you use!

You should use a daily moisturizer. I use a whole line of Mary Kay products and they have made a huge difference in my skin. Make sure you use a daily cleanser to wash your face and then apply the moisturizer.

Wash your face with a deep cleaning face soap anything by Neutrogena is good and make sure that you have on a really good moisturizer. Apply your foundation and evenly all the way back to your ears and mid neck line.

moisturiser is definitely something you should put on first, especially if your gonna apply foundation, since putting on the moisturiser will help the foundation from not clogging up your pours.

Always always exfoliate your face...
1. 3-1 Cleanser
2. Use any product that u might need for ache, wrinkles, etc...
3. Moisturizer
Last apply your foundation, concealer, powder, bronzer, then do your cheeks, eyes, and last but not least lips. :)

* Yes you should apply a moisturizer , ONLY after you wash your face good , and if your going to be outside alot that day , then i would advise you to wear a moisturizer with an SPF .
