CON Is A Device Named Used Primarily By The DOS Sub System On A Windows PC For Referencing The DOS CONsole. Other Names You Can't Used Are:

COM# (Such As COM1, COM2, COM3, etc., Reserved For Comm Ports)

LPT# (Such As LPT1, LPT2, LPT3, etc., Reserved For Printer Ports)

My guess, Windows uses CON as a system variable (in DOS is use to display to the monitor) so it can not be used as a folder name. Would confuse Windows to have two objects named CON.
