Some of the larger local libraries keep reference copies of newspapers & periodicals, but these days all papers and magazines go to the newsagents on a 'Sale or Return' basis (the returns going back to be re-cycled). Generally, old copies can only be found where someone has bought a copy and then finished with it.
Some publishers do keep a small stock of 'back numbers', but you will need to know what issues you want, and you will have to pay for them.

Well. you cannot get them for free.. that is for sure.. for reduced prices, if in the U.S., you can get Newseek and Time at a reduced price..... keep in mind that their reduced price is not really their reduced price... it is their normal price but they post it as a reduced or discount price.

Try going to each of their websites and browsing their archives. Perhaps they even have old issues available for sale for a reduced price.
