Because the guy before him quit. And the press requires (sort of) someone to tell them what is happening (because they are too lazy to go find out for themselves) so they can go misquote who ever is in power. And the Person hired was Tony Snow. It's not really rocket science.
And no he's not the new Jeff Gannon. His name really is Tony Snow.
