An electric field is generated at a right angle to a magnetic one. The magnetic field about a wire having a current passing through it extends outward through the wire by reason of electrons. These small bits of matter have their field pointing away from other electrons due to pressure inside the wire forcing the waves outward.

All magnetic waves have their origin in electron waves. The electron has magnetic lines extending outward that are equal, in energy, to the mass comprising the southern half. Magnetic lines are able to expand and increase in density, and generate an electrical field, but they do not change into another substance/element.

A 'field' is something that is capable of producing a force on another field of the same type.

In the case of an electric field, it is capable of producing a force on any other electric field (in particular, a charged particle)

In the case of a magnetic field, it is capable of producing a force on any other magnetic field.

When an electric charge moves, it generates a magnetic field and when a magnetic field moves, it generates an electric field. That's why we generally refer to an 'electromagnetic' field

Fields are not physical objects, so they don't have any substance. Fields are mathmatical constructs, concepts used by scientists to explain how long-range forces (gravity, electricity, magnetism) work.
