Yes. It's called conspiracy to commit murder, and it's a felony in every state in the US.

Yes, It's considered conspiracy to commit murder. It's not illegal to think of it, However I do believe It carries a higher sentence when they PROVE you actually planned it and thought it through rather than just flipping out and killing someone. What a big difference!!! HA! HA!
