go to setting ,then initial setup,then master reset & master clear password if it was never changed should be 000000...it should put everything back to factory default..that might help good luck

This means that your Motorola Razr is not set up with your service provider. The way to fix this is to go to where your contract is (whatever service provider) explain that you got it over ebay and what the problem is...they will be able to unblock it and maybe have to give you a new sim card but it will be fixed and will allow you to make/receive calls. Also you can try the 1800 number for your service provider...they may be able to do this over the phone.

Try another network sim card to see whether it works-
if it works it looks like you need to unlock it so your phone works with all sim cards.
But If the same thing happens it looks like it is imei bared which means that handset was registered lost or stolen.
You contact the seller and get them to give you a refund- contact ebay as well-they should be able to refund your money.
If it is the latter then contact the police as it is against the law.

Either get in touch with Motorolla for advice or go to somewhere that unblocks phones and let them have a look at it , it may not of been done properly .
