building code for small business?

Does anyone know if a small business is required by building code to have hot and cold water, by building code in Texas??

We have Business Parks without hot water, but it is almost impossible to have a business, where employees need to use the facilities without any type of water source. Call your cities Commercial Building Permit Department to make sure.
